Revolutionizing Legal Services: Five Years in the Regulatory Sandbox

Examines Utah’s groundbreaking legal sandbox; highlights Timpanogos Legal Center’s role in innovating access to justice through the Certified Advocate Partners Program.

A June 2017 report by the Legal Services Corp., “The Justice Gap: Measuring the Unmet Civil Legal Needs of Low-income Americans,” highlighted the extent of the justice gap, and the need for innovation to help improve access to legal services. Then, in 2020, the ABA House of Delegates approved a resolution encouraging “U.S. jurisdictions to consider regulatory innovations that have the potential to improve the accessibility, affordability and quality of legal serves.”
